(Austin)– Rep. Pete P. Gallego (D-Alpine) has filed House Bill (HB) 1162, which restores cuts to the Children’s Health Insurance Program (CHIP). Funding for this and other programs were cut to balance the multi-billion dollar deficit of the 78th Legislative Session in 2003. Low income families across Texas have been unable to provide healthcare for those who need it the most–their children.
“Cuts made to CHIP in 2003 led to hundreds of thousands of children losing their health coverage,” said Rep. Gallego. “The leadership claimed success for balancing the budget without raising taxes, but did so on the backs of Texas children.”

AUSTIN– Representative Pete P. Gallego (D- Alpine) has filed legislation to help Texans like Randy Mecca of Dallas and Ruth Morris of Fort Worth.
Randy Mecca, a Dallas area amputee since childhood, has had the same prosthetic leg for the past 18 years. Without help from the insurance companies, Mecca has been required to “make due” with an old, outdated, and inadequate prosthetic.
Ruth Morris, a Fort Worth amputee, was born without an arm. Able to have prosthetic arms throughout her childhood, Morris was shocked and saddened to be told by her insurance company, that as a social worker and active adult, she did not need to have a replacement myoelectric arm to help her lead a normal and productive life. A myoelectric arm allows an amputee to open and close the hand for grasping items and other normal day-to-day functions.
House Bill (HB223) will help injured Texans get back to work and add equality to our state healthcare system. HB 223, relating to health benefit plan coverage for certain prosthetic devices, orthotic devices, and related services, will help curb the growing trend of insurance companies across Texas which are capping or eliminating prosthesis coverage for individuals. read more…

AUSTIN– Representative Pete P. Gallego (D-Alpine) has filed House Bill (HB), 2320 which requires a temporary moratorium on the authorization of highly toxic coal-fired plants. The two-year moratorium will ensure that the legislature is in session when the authorization of the permits will be revisited. This will create a temporary suspension on the Governor’s Executive Order.
“There are four areas of our state currently violating Federal Clean Air Act standards, and five areas approaching violation. So, why are we rushing to make the situation worse?” Rep. Gallego said. “We are not preventing TXU or anyone else from building necessary infrastructure or building more wind, solar, natural gas, or even coal-gasification plants. We are saying we need to be more cautious about actions that will further damage our environment and that may result in illnesses our children.”
